For Windows, the recommended method to install is via the NI Package Manager (NIPM). Open NIPM and go to the “Browse Products” tab. Here, you can browse and search through all NI SW products and drivers, also from third party distributors. Search for “LabVIEW and Drivers” and select the version, bitness and language you need. After clicking on “Install” a new window pops up where you can select additional plugins and drivers. You can usually deselect the most of it. The next window shows a list of all packages that will be installed and after accepting one or more license agreements, NIPM starts downloading and installing all.

For an offline installation, it's still possible to download single installers for NI products from the NI download site (https://www.ni.com/en/support/downloads.html).
